Modifications to the England Men’s leagues (EML) Regulations
Relating to the playing of league rugby in the
COUNTIES 2 & 3 Tribute Cornwall Leagues
REVISED FOR SEASON 2025 – 2026
These regulations relate to Counties 2 & 3 Tribute Cornwall Leagues. The modified leagues are subject to all RFU Regulations 6 & 14, except for those listed below. For avoidance of doubt, where there is conflict between RFU Regulations and the Counties 2 & 3 Cornwall leagues Regulations, these Cornwall Regulations, will take precedence and apply.
The modifications to Counties 2 Tribute Cornwall (Level 8).
1. All players in the Counties 2 Tribute Cornwall league must be RFU registered with their club in accordance with the RFU Player Registration Regulation 14.
2. Any club with more than one team in the English men’s leagues must pay close attention to regulation 6.37 and be ready to justify any player defaulting to a lower XV, the organising committee may investigate and can penalise the offending club by way of points deduction or result reversal.
3. Electronic match result cards must be completed in accordance with the SWROC Administrative Instructions.
4. Clubs at Counties 2 may select up to four (4) Replacements, with up to nine (9)
Interchanges.
5. If a scheduled Counties 2 Tribute Cornwall match is cancelled because of weather or a lack of referee it will be rescheduled for the next available Saturday (NAW) by the SW Admin office, the re-arranged date will appear on www.swrugby.co.uk and GMS within 48hrs of the postponed date, If the rescheduled date clashes with a CB cup date, the EML match will take precedence.
6. If a scheduled Counties 2 Tribute Cornwall match is cancelled due to playing numbers, the opposition must be informed by 8.00pm on the Thursday evening before the game and the league secretary informed. If a friendly game is offered by the offending team and they have a minimum of 10 players, no points will be deducted, if a friendly game is not offered or the offending team has less than 10 players, then 5 league points will be deducted, the venue will also be reversed on the next league meet against the offending team, the league secretary may carry this forward into the next season, If the non-offending team do not accept the offer of a friendly game, then the game will be considered void, and no league points will be awarded and no sanctions imposed.
7. If for any reason other than weather, lack of Referee or playing numbers, the non-offending club will be awarded five league points. The league secretary will decide if points will be deducted from the offending club
8. If any club fails to complete 25% of their scheduled Counties 2 Tribute Cornwall matches the clubs total league points will be expunged from the English Clubs league tables.
9. Clubs must inform the SW admin office (admin@swrugby.co.uk) and their league secretary by 3.30pm on the day of a match if a match in the Counties 2 Tribute Cornwall is cancelled for any reason.
The SW Admin must also be informed of the match result by 5.30pm on the day of the match or within one hour of a match played at any other time by phone or text.

Counties 2 Tribute Cornwall League Secretary
The modifications to Counties 3 Tribute Cornwall (level 9).
- Game on principals are compulsory, please visit Game On | Rugby Football Union for more information or discuss with your league secretary,
- Counties 3 Tribute Cornwall clubs all players must be registered (this can be done retrospectively within 48hrs of the match finishing), in accordance with the player Registration Regulations. Regulation 14.
- Clubs in the Counties 3 Tribute Cornwall league may borrow up to 3 players who are RFU registered from another club, the club lending the players must not be playing any higher that C2 level, the opposition and the league secretary must be informed, the names of the players supplied and noted on the EMC.
- Electronic match result cards must be completed with player’s names and the match result; the match card must be submitted by the home team no later than midnight on Monday after the Saturday game.
- Any club with more than one team in the English men’s leagues must pay close attention to regulation 6.37 and be ready to justify any player defaulting to a lower XV, the organising committee may investigate and can penalise the offending club by way of points deduction or result reversal.
- Clubs at Counties 3 may select Six (6) replacements with up to Ten (10) interchanges, replacements must be used in an even way under “game on” principles.
- If a scheduled Counties 3 Tribute Cornwall match is cancelled because of weather or a lack of referee it will be rescheduled for the next available Saturday (NAW) by the SW Admin office, the re-arranged date will appear on www.swrugby.co.uk and GMS within 48hrs of the postponed date, If the rescheduled date clashes with a CB cup date, the EML match will take precedence.
- If a scheduled Counties 3 Tribute Cornwall match is cancelled due to playing numbers, the opposition must be informed as soon as possible and the league secretary informed, 5 points will be awarded to the non-offending team, the league secretary will decide if the offending team will get a penalty.
- If for any reason other than weather, lack of Referee or playing numbers, the non-offending club will be awarded five league points. The league secretary will decide if points will be deducted from the offending club.
- If any club fails to complete 25% of their scheduled Counties 3 Tribute Cornwall League Matches, the clubs total League points will be expunged from the English Clubs League Tables.
- Clubs must inform the SW admin office and the league secretary by 3.30 on the day of the match if a Counties 3 Tribute Cornwall League match is cancelled for any reason.
- The SW admin office must also be informed of the match result by 5.30 on the day of the match, or within one hour of a match played at any other time by phone or text.
